The Cipher Analysis Solution involves four stages:

Needs Analysis – in this stage the Cipher Analysis team engages with the client to examine its data management requirements, current economic development programs and strategies, and existing databases relevant to future systems design. This stage results in the generation of a report that recommends future action to be taken with the creation of the data management system.

Client Education & Training – in this stage the Cipher Analysis team will provide a database module providing industry and employment data that offers the client the ability to configure public domain data relating to industry and employment statistics and to generate output in the form of graphs, tables and maps. A two-day training workshop is used to assist the client organisation to understand the use of the primary data management system and its application to industry clustering and regional economic development.

Development of the Data Management System – in this stage the Cipher Analysis team will work with the client organisation to review the public domain data for strategic industry analysis and identify future primary data collection designed to provide enhance understanding of the industry sectors that are to form the focus of future cluster strategies. This stage is likely to involve industry surveys and workshops with the integration of this data into the existing data management system provided in Stage 2.

Building special capabilities – in this stage the Cipher Analysis team will work with the client organisation to provide additional training in the use of the advanced features of the data management system. This stage will require the creation of a customised system containing these advanced modules.
